Statement of Publication Ethics

This statement of publication ethics applies to Praefectura: Journal of Transformational Leadership and Educational Management, published by the Lagaligo Press an academic publishing imprint of Lagaligo Education and Research Centre.

This statement is adapted from the principles and recommendations of the Committee on Publication Ethics (COPE) and establishes ethical standards for all parties involved in the publication process, including the Editor-in-Chief, Editorial Board, Managing Editor, Section Editors, Reviewers, and Authors.

Ethical Guidelines in Journal Publication

Scholarly articles published in Praefectura contribute to the development of a coherent, credible, and respected body of knowledge in transformational leadership and educational management.

The journal therefore recognizes the importance of maintaining high standards of integrity, transparency, fairness, and accountability throughout the publication process.

All manuscripts are handled through an established editorial process that may include initial editorial screening, peer review, plagiarism checking, revision, copyediting, proofreading, layout, and final publication. Editorial and review decisions are based on the scholarly quality, originality, relevance, and ethical integrity of the manuscript.

Editorial Fairness and Non-Discrimination

Editors and reviewers evaluate manuscripts based on their academic and scholarly merits without discrimination based on race, gender, sexual orientation, religious belief, ethnic origin, citizenship, institutional affiliation, or political and group interests.

Conflicts of Interest

A conflict of interest occurs when personal, financial, professional, intellectual, or other external interests may influence, or may reasonably be perceived to influence, the neutrality and objectivity of research, editorial decisions, or peer review.

Conflicts of interest do not necessarily prevent a manuscript from being published or reviewed. However, all relevant conflicts must be disclosed so that appropriate editorial decisions can be made transparently.

Common types of conflicts include:
  • Personal: relationships that may influence professional judgment.
  • Financial: financial interests or payments related to the research.
  • Intellectual Property: interests involving patents, trademarks, or other intellectual property.
  • Affiliation: employment or membership in an organization that may benefit from the research outcome.
  • Ideological: beliefs or associations that may affect impartiality.
Duties of the Editor-in-Chief
  1. Evaluate manuscripts fairly and solely on their scholarly and intellectual merit.
  2. Maintain the confidentiality of submitted manuscripts and related information.
  3. Make final editorial decisions concerning publication.
  4. Seek constructive input from editors, reviewers, and authors to improve the quality and visibility of the journal.
  5. Provide clear information and instructions to authors concerning manuscript submission and publication requirements.
Duties of Editorial Board Members
  1. Provide recommendations to the Editor-in-Chief regarding manuscripts considered for publication.
  2. Assist in selecting qualified and appropriate reviewers.
  3. Contribute actively to the academic development and quality improvement of the journal.
  4. Represent and promote the journal within the scholarly community.
  5. Support initiatives that improve the visibility and reputation of the journal.
  6. Review manuscripts assigned to them according to established editorial standards.
Duties of the Managing Editor
  1. Coordinate and manage the journal's day-to-day editorial operations.
  2. Coordinate editorial activities, meetings, and publication schedules.
  3. Check incoming submissions and communicate relevant information to the Editor-in-Chief and editorial team.
  4. Facilitate the assignment of manuscripts to appropriate editors and reviewers.
  5. Monitor the accessibility and functionality of the journal's online publishing platform.
Duties of Section Editors
  1. Check manuscripts for language, spelling, grammar, punctuation, and readability after revision.
  2. Verify the factual accuracy of information, including dates, references, statistics, and other relevant details.
  3. Ensure that manuscripts comply with the journal's editorial style, formatting requirements, and publication policies.
Duties and Responsibilities of Authors
  1. Submit only original work that has not been published elsewhere.
  2. Ensure that the manuscript does not contain plagiarism or other forms of academic misconduct.
  3. Do not submit the same manuscript simultaneously to another journal.
  4. Do not submit a manuscript to another journal while it remains under consideration by Praefectura , unless the manuscript has been formally withdrawn.
  5. Notify the Editor-in-Chief or publisher promptly if a significant error is discovered in a published article.
  6. Ensure that all listed authors have made significant contributions to the work and accept responsibility for its content.
Duties and Responsibilities of Reviewers
  1. Disclose any potential conflict of interest before accepting an invitation to review.
  2. Decline a review assignment when there is a conflict of interest or insufficient expertise to evaluate the manuscript.
  3. Evaluate manuscripts objectively, fairly, professionally, and constructively.
  4. Report suspected plagiarism, fabrication, falsification, or other ethical concerns to the Editor-in-Chief.
  5. Assess the originality of the manuscript and identify possible redundant or duplicate publication.
  6. Maintain strict confidentiality and do not discuss manuscript content with unauthorized persons.
  7. Complete the review within the agreed timeframe and request an extension when necessary.
Confidentiality and Editorial Integrity

All manuscripts, reviewer reports, editorial discussions, and publication-related information must be treated as confidential. Editors, reviewers, and other individuals involved in the publication process must not use unpublished information for personal advantage or disclose it to unauthorized parties.
